UKPS parking charge on what looks like public land

                    Hi,
Found a parking charge notice on the windscreen, but the signage is a bit dodgy and it might even be public land. The car was parked exactly where the Renault Laguna is on Google Earth, just type in Blackburn Greenhurst Close and find it easy enough. Its stems of Greenhurst Place on the right, the street name is partially hidden behind the Laguna. If you take a look and navigate down the close (Greenhurst Close) you'll see yellow markings on the road saying no parking, I thought the signs where meant for that bit. Its very confusing as the road looks like public land and there are no signs to indicate that its a private road on entry! The signs for the parking warnings were both yellow (one on the front of the garage and another at the end of the street) when I parked, but if you navigate down the close there's just the one white one at the bottom of the street (must of been photographed at two separate times) however the yellow "no parking" written on the tarmac is still there. Plz take a look and let me know what you think.

            This is an IPC member company, the NEWBIES thread is very important reading.
 This looks like housing association property so you need to find from Blackburn & Darwen Council who owns what land.
 Appealing to them won't be a good idea and no account reveal your identity.
 Follow the NEWBIES guidance and await NTK and come back, but do this background work.
 We have a similar problem with HA land in Lancaster and a ppc linked to this company trying the same trick.
