Nhs disabled bursary- can I spend it as I need?

Hi all,
Long story short the bursary are refusing to purchase some items recommended by my needs assessment, this means I have a shortfall to purchase them myself.
Independent from this I have had some funds released from nhs bursary to my account to cover items that were recommended in my ergonomic assessment.
Imo I can buy items that meet my needs just as well then use the rest of this money to cover the shortfall on the items they refuse to cover.
The alternative is that I would have to buy the items in their recommendations, sell them at much reduced value and spend the money buying items I need which is what I planned before I realised they would release the cash to me.
They're guidelines say I do not have to use the companies that provided the original quotes and can buy from where I like but do I have to buy the exact items in the quotes/ assessment recommendations?
Just as an aside the items imo do not meet my needs for example I asked for a light, hand adjustable table and they have recommended a heavy electrically adjustable table which I won't be able to easily move with my disability and yes I did tell them. So either way I will have to sell the item if forced to buy it.
I'd rather purchase what I need directly because selling large items at a loss is a huge effort to organise and I don't really have the energy to be messing around with this.
Thanks for all help!
