What tax year is the underpayment for?
If for 2014/15 or 2015/16 then ESC A19 may not apply.
Do you at any time question HMRC about this?0 -

I didn't know i was not the first i new about it was when i got a letter saying i owe this money as each year got p60 from DWP and P60 from work i thought it was all taken care off and the HMRC were aware of this for tax credit didn't dream that i was not paying tax on it. ive never told the tax man about my wages i get from my employment they automatically know PAYE and i thought the same for ESA.0 -

You need to forget about tax credits. It's irrelevant whether they knew. As I mentioned earlier, they have no control whatsoever over your tax affairs. They have no idea whether you pay tax or not, it isn't a factor in claiming tax credits.
It's about what the tax office knew. Have you asked them why it has taken this long for you to be notified?
Employment is different. Employers report your pay and tax details each time they pay you via RTI. DWP don't do this.0 -
What does your Notification of tax code show for that tax year ?0

Surely the computers are linked when i didn't tell tax credit of my employment they soon wrote to be to say that they had different records from what i told them. So where did they get the info from. ahh not the tax office surely. so all info must be on a HMRC central computer. When ask why its taken so long was told its just come to light.0 -

HMRC don't have a central computer. If only!
There are separate systems for different things, income tax, self assessment, corporation tax, VAT, tax credits, child benefit etc. The tax office passes relevant information to tax credits employment data, RTI data but even then, it doesn't always happen. Tax credits know nothing of your tax as I have said. You need to stop blaming tax credits. The issue is between you, DWP and tax office.0 -
