Switched to Tal Talk - no Landline / Internet since 28th Jan

Hope someone can help or point me in the right direection.
Long story short...
My parents switched their phone / broadband from Sky to Talk Talk and a go live date of the 28th Jan was given. This came and went, as did other dates. My parents have had no landline or mobile since then and have been using their PAYG phones at considerable cost.
My Dad has spent time phoning them and being told a different story everytime, no one can tell what is going on or a resolution date. Some lies have even been told, fault on the line - next day - no fault on the line. They had an engineer out, promised resolution within 72hrs - came and went.
This is beyond a joke, the customer service is shocking. They wrote a letter a couple of weeks ago to the Southampton address at the bottom of the letter - they received a call that they were looking into - still no change!
Can anyone offer any help / advice / guidence or a contact number / address of someone who can help? Really at a loss and I am sure you can appreciate how frustrating this is.
