Credit limit related to rating

hi everyone really need some help, i have 3 credit cards with about 9k spread across them.
But on one of them the balance is 3k and the limit has been going up lately and is now at 8k.
My question is is this extra 5k of limit eating into my available all round CREDIT i.e when applying for a new card?
hope this makes sense.
