Guy, the reason why they are in there "clogging" its that security of tenure yet again. Which I know you personally always campaign for ( as do I)
Therefore if you get the council flat when on benefits, maange to get on the job ladder, got your kids in school and so on, would YOU really risk the secure tenancy for dodgy landlords and moving every 12 months. Not being funny, but If I got a secure tenancy i wouldnt wanna give it up, nor would I really recommend any other moneysavers do either.

There would fewer properties available to rent if there was security of tenure, I reckon.
Lynz - can you explain what security of tenure is to an idiot like me? Isn't that why we have ASTs? Or could ASTs still apply, and security of tenure apply to period tennancies?Errors of opinion may be tolerated where reason is left free to combat it. - Jefferson0 -

Agreed, but I think therefore we should look at giving tenants longer and more secure tenancies across the board ( much more common on the continent than here) rather than reducing rights to housing further.:beer: Well aint funny how its the little things in life that mean the most? ASTs generally guarantee a home for only a maximum of six months - after which you may be evicted at a landlords discretion and without reason. Not ideal if you're priced out of buying and wish to have a secure home.
On the continent, not only are rents much cheaper, but you can also be guaranteed a secure tenancy over many years (or life) and a landlord cannot evict you on two months notice for requesting repairs, to sell up behind you back, re-advertise at a higher rent etc.
I believe we used to have similar levels of protection in the UK, but these laws were removed and replaced with the AST sometime in the late 80's. With social housing a tenant will typically get an indefinite tenancy, with the option, I believe to pass it on to a near relative, should they pass away. This is always assuming they pay their rent & behave themselves.
With an AST you typically get 6 or 12 months security of tenure, then either the agreement is renewed or the tenant moves onto a periodic tenancy in which case they may be evicted with two months' notice, similarly they may be given an (unlimited) rent increase with two months' notice.
So as you can see if you want to make your rented property your home, social housing offers a much better option, however, that option is not open to most (hard-working) people. Once you're in the system it is not in your interest to leave unless you wish to buy a house.
