Neighbours land being developed - what are my rights?

A couple of things that it might be worth looking into.
Is the area where you live prone to flooding and if so, will the rain water run off from the new houses make this worse?
Do the sewerage drains that your house feeds into have enough spare capacity to take another 6 houses?
There was a new development of 8 houses built about 1/2 mile from where I live and the residents in this area now have constant flooding and drains backing up.
I know that developers should take these factors into account but if they did, they either got their sums wrong or simply ignored them.0
