The valuation is not there for you it is there for the lender, to make sure they can recover the money they have lent you. Part of that will be assessing the market growth, how your property sits against others for sale or sold in the area. If you are going for a small deposit the valuer will take that into account and may down value or if they are viewing the market as a little shaky they will value it lower.
It will always feel a bit nervy to submit an offer, it depends where you are but in the areas I know in the south, 2014 bares no resemblance to pricing now.

If properties were meant to be fairly priced on tangible reasons pricing would be fixed and first in best served. Offers allow price speculation because of its subjectivity.EU expat working in London0
