Question re Window Locks

When I moved into a brand new park home 4 years ago, I queried the fact that the double-glazed windows did not have keys, instead they have a button which needs to be pushed in, in order to operate the handle.

I was informed that for safety reasons, regulations required that for ease of escape in the case of fire (as so often keys get lost) they were not allowed to instal key-operated locking windows.

I've never given this another thought until today when browsing through my new insurance policy under the minimal security clause, it requires there to be "key operated security locks to all ground floor and other accessible windows".

Before I query this with the manufacturers/insurance company, I thought I'd ask here if anybody had any idea what regulations would cover this?
