If a workman asks me do I want this or that, I would have asked him to discuss the options and the pros and cons, rely on his expertise but ask questions too.

You're not happy with your own decision. It is not for the installer to force his opinion on you. If he had done so and you'd not liked it you would have grounds for complaint. In this case you didn't even ask his opinion.

The company might do something for you as a goodwill gesture, but legally you have no grounds for complaint.

I am confused about why you are unhappy

They asked you if you wanted the window sill tiled
    You said no
You are now annoyed that they followed your instructions and didn't do something you told them not to do

Maybe you should have said 'if there are sufficient tiles left over then please tile the sill, if not then don't please'. However you didn't and just told them not to do it.

Not sure you can complain to the company for not reading your mind that you did actually want something you said you didn't especially as you weren't at the installation.

When they came to do the survey and measure up, they asked if I wanted the windowsill tiling. I said no because I thought they would charge me extra for another box of tiles to cover the windowsill.

I've paid thousands for this work and it isn't how I wanted it.

I want them to pay for it to be fixed, I'm not happy.
But it is how you wanted it you told them not to tile it, you paid thousands but you were worried about the cost of a few extra tiles if they were necessary.

Why do you expect them to pay for them to remedy something that that you told them not to do because now you are not happy with it?

OP, they aren't going to rip everything out and do it again and pay.
Why not get another workman in to suggest what could be done.
I don't really understand why they weren't given instructions by you to finish off the windowsill-why pay all that money then finish it off yourself?!!
I think you made an incorrect decision there-it didn't seem very logical but hindsight is a great thing.

OP, I think you need to recognise you are as disappointed with your own mistake as with their work.
