Can you get accident/ sickness insurance for someone who's not working?

My DH is currently looking for another role after being made redundant but it is taking some time. He is looking at doing some temp/ contracting work but there isn't anything around at the moment.
I was thinking the other day that, although finances are stretched anyway whilst he looks for work, if (god forbid) something happened to him whilst out of work which means it takes a lot longer, it may be worth having an accident/ sickness PPI policy.
Can he get one even if not working at the moment or would he need to be doing some sort of temporary work?

Just thinking out aloud but.. They wont have anything to payout will they?
If he is on JSA at ££ a week? then if he is sick he will still get JSA after giving them sick notes or move onto another benefit that will be the same as JSA?
Cant really claim that if he wasnt ill he may have found a job, whose to say he will have found one anyway?
