Painting over old scumble

I'm redecorating and have been keying all the old gloss painted wood in the house. In places, it comes away in chunks and underneath the wood appears to be a dark brown shiny surface. It's like the wood has been painted to look like wood :mad: A quick google suggests it might be scumble. Can it just be keyed up like the gloss? I've tried in places but it seems to melt and makes a mess instead of roughing up. Why do people do such silly things?
