    To quote from the article
Police said the regional variation in prosecutions reflected enforcement effort rather than actual thefts.

Says more about the attitude of the energy companies, police and CPS than anything else.

I could point out at least 200 properties in a small area of Doncaster stealing gas and electric and i ve NEVER seen one prosecution in the courts at Doncaster Magistrates and they are reported every Thursday in the Doncaster Free Press. When BG RPU find a bypassed meter they simply do a deal for a payback. We saw this happening twice on a BBC programme a couple of years ago when they followed BG RPU in action..A couple of Takeaways were caught fiddling gas and there was no question of it going to court and it was for large sums of many thousands.RPU just got the calculator out and came to a figure for repayment. The owner even tried to knock the price down a bit. These figures quoted are a mere drop in the ocean to what is actually happening in the UK..Liverpool has always been a hotbed of petty crime and Manchester wont be far behind.. I ve spoken to the Police about prosecutions and they say its a civil matter if the suppliers wont go to court. These actual prosecutions will be associated with cannabis growing , that is why they went to court. There is just about zero enforcement from what I ve seen unless you count that if you happen to get caught then we jolly well want our money back that you ve nicked..
