    The MR-6400 I suggested needs no dongle. It is available from Amazon.fr (and Amazon Uk, which might work out cheaper depending on cost of delivery to France)

    Search ebay for unlocked 3G/4G dongles. It's an option I've used with these TP-Link routers for temporary wifi in London very effectively

    I've had 3 different MiFis over the years and every one has always been run while on charge with no issues whatsoever. If they are always used that way battery life is pretty much irrelevant anyway.
