    That looks to be about 1" BSP . I think it could be an old incoming gas service pipe. In all probability now dead but who knows? Do not take an angle grinder or similar to it because in the unlikely event that its live, there will be a fire..

    The guy's next available slot to lay the floor was in two weeks time, a long time to have a bare concrete floor in our house.
    Told him to get on with it and cut the circular hole.
    It actually looks fine, due to the nature of the laminate it has a few knots, and this rusty cap actually looks like a knot. I might just shave a couple mm off the top of the cap with a grinder, and then fill the surround with a dark wood filler.
