Leaking garage door

looking for a bit of advice please.
We had a new electrically operated roller shutter garage door fitted two weeks ago. One of the main features of the door was a seal at the bottom of the door which compresses to provide a door that is water and air tight. The salesman went to great lengths to demonstrate this to us and we felt this was a valuable feature as we store a lot of things in the garage.
Last week we had a lot of rain overnight and I went in to the garage the next day to find it flooded! I called out an engineer who put a spirit level across the floor and found a deflection of 2-4mm over a 300mm length and he said that is where the water is coming in. When I told him what the salesman had said, he said "no chance. The seal will not mould to the contour of the floor." This is completely contrary to what the salesman told us.
I spoke to the office yesterday and they are adamant it is not their fault, it is ours. The only remedy is to fit a weatherseal to the floor at a cost of £175. I believe it is their problem but not sure how best to proceed.
