Back again. For a while I have noticed an increase in time when my cpu fan goes into top speed. Now even when i turn the machine on it goes at once to the higher speed. It does not need cleanong and the cpu is running about 43 cel.

Top speed at machine turn on is (probably) normal. When else does it go to top speed (laptop or desktop?).

Desk top and right now I am just watching youtube and it is still racing.

Ctrl-Alt-Del -> Task manager -> Details. Order with highest CPU at the top of the list. Tell us what's taking all the CPU...

Are you sure it's the CPU fan? The GPU fan will run at full speed until the appropriate driver is loaded, so the extra noise would be normal during boot-up.

By far it is the system idle process. Registers between about 81 to 90.

Open the case and find out which fan is making the noise (put your finger on it to stop one if you cannot tell :-)

Certainly is the cpu. Checked it.

Might be worthwhile removing the heatsink from the CPU, cleaning and reapplying the thermal paste.

The System Idle Process is just a "dummy" process that runs when no other processes are active. It won't be taxing your processor.
