Reserve on credit card in foreign currency

I know if you put a charge on a credit card you might get charged a foreign currency transaction fee. However, what happens if a reserve is put on a credit card in a foreign currency but the transaction is never made e.g. if a hotel does so on check-in, does that incur a foreign transaction fee?
