    I have just read through the link you provided and has proved very helpful.
    I am just awaiting for another reply from the council via email. But i think that all I will need now is an Out Of Time Witness Statement form to send them!

    What Statutory Declaration are the council referring to?
  • No idea! That is the only correspondence i have received from the council in this whole matter!
