Council tax exemption declined, is this right?

I have a course that lasts 22 weeks full time, get a grant travel expenses and all that its a proper college course its just a January start rather than September(so if anything its harder as the same content is squashed into a smaller time frame)
Local council says it has to be at least 24 weeks to qualify!
Anything I can do? They say I can challenge the decision but need proof.

To count as a full-time student, your course must:
- last at least 1 year
- involve at least 21 hours study per week
- last at least 3 months
- involve at least 12 hours study per week

It sounds like the Council is wrong about 24 weeks, but it won't hep you as they are wrong in the opposite direction!0 -
Do you have the option of living in a student hall of residence? People who live in hall do not have to pay Council Tax.0
