POPLA are having real problems with backlogs and have employed some 15 new assessors in the last month. They are promising to get the backlog sorted by the end of March but it seems they are just rushing these through and hope no one will notice.
They have also been coaching the PPC's who express "delight" at the help POPLA is giving them - but nowt for the motorists who have just got to "suck it up"
I would not only contact ISPA but I'd suggest you copy in the Department of Communities and Local Government on this one too.

Thanks for all the feedback. Guess I can ignore the letter from the PPC asking to pay up.
So in order to proceed (a) I go back to POPLA to raise a formal complaint asking why a keeper who was the appellant is being made liable . (b) Raise it with ISPA (c) Raise it with Department of community and local government as well.0 -

Any suggestions on how to proceed. POPLA has not acknowledged or replied to my complaint and now I have the debt recovery letters appearing. Should I risk going to court.0

Debt recovery letters are exactly what you expect to receive.

Doesn't mean court and that is no risk, just a pain and a life experience in fact, because even if you had to defend this at a hearing you would only be asked to pay the same sort of sum as the debt collectors are bothering you about.
Send an email to complaints@popla.co.uk
and be ready to complain to ISPA as well, like the other threads hwere poeple have lost at POPLA recently. No-one is paying, loads are complaining to POPLA and ISPA.
