Immersion heater cold - who should fix it?

I was wondering if you could give me some advice please.
I have an immersion heater which has gone cold and the water coming out of it is cold. Looking on the internet, I see it could be one of many problems.
Who is best qualified to fix it? A plumber or an electrician?
I normally use a company that has staff with both qualifications and I trust their work but they are not available for about a week.
Then there is chap who is a plumber and does electrical work but is not qualified in electrics, but does come highly recommended. He has availability this week.
I understand that on the first visit, the problem will be assessed and the person may need to come back to fix the problem, perhaps with the correct parts.
So I use the company, it may not get fixed for a couple of weeks. But if I use this chap, it might be done by the end of the week.
So in fixing immersion heaters, is one particular trade required for the job or can I choose either?

If it makes any difference, the heater is in a flat I rent out. The tenant has his mother staying over at the moment so would like this fixed as soon as possible.

Normally I'd say an electrician, but if you know a plumber that does electrical work (and you believe to be competent) then use him.
It's likely to be a very simple job.0 -
If a new immersion heater has to fitted personally I would say a plumber as it will need removing from the water cylinder, I would think most plumbers are capable of checking the supply to the immersion and disconnecting three wires and reconnecting them safely if necessary.0

A plumber replaced mine. Not sure I'd trust an electrician loosening the big nut as my plumber said the tanks can be damaged quite easily if you don't use the correct tool.0
