No, there were always dishonest traders so, because Joe Public couldn't be expected to know cars, laws were brought in to (try and) control those traders.
The dishonest traders caught up and found ways round those laws, including finding ways to convince buyers (illegally) that they were giving up their rights by buying at a "trade price".
So the laws were strengthened, the dishonest traders found more ways round them, and so on.
Meanwhile, the increasingly strong consumer protection laws have reached a point where they provide a way for dishonest customers to take the !!!!. But it's the (dishonest side of the) trade's fault the laws are there in the first place.
Incidentally, that applies to just about all retail, not just cars.0 -

I don't need to look, I know perfectly well what it says, hence the use of quotes in my previous post.
What is printed on the MOT receipt and what standing it has are two very different things since the advent of fully computerised testing.0 -
By not furnishing the MOT (it doesn't matter its MOT status) paper part, the trader is further protecting himself and assuring its a trade sale by refusing to include it in the sale pack it just a step to safe guard the trader as well as keeping the advert with his documents and receipt, if the trader tried to pose as a consumer later down the line, then the trader has his own evidence to produce to court.0
