Water company - Default?

A quick question tonight:

Can a water provider place a default on an account if the customer has offered a payment plan, and has not failed with the subsequent payments?

If you think after reading that that the default was placed unfairly or inappropriately, then complain citing the relevant parts of that, saying that if not amended you will be taking it to ICO etc.
