hmrc tax bills for scammed pension victims

Not sure if this is the correct forum to raise this issue, but it is a serious issue that needs someone to bring it to the public's attention.
A relative of mine, during a very low period in his life suffering from severe mental illness was duped into a pension scam that promised to release £25,000 from his private pension fund. this was back in 2012, he was made aware in 2014 that this was in fact a scam and he had lost all his pension fund. This week he has received a bill from HMRC for £13,000 tax to be paid on the £25,009 he never received! I have done some research and this is going to effect thousands of what I can only imagine were very vulnerable people now facing huge tax bills.:(

    Well if you have done some research, I assume online, then how about providing some link(s) so we can understand the full picture. As a new member you'll have to replace http with hxxp of similar for any web links.
