Reclaiming packaged bank account fees - anyone had their account closed?

I'm trying to encourage someone to reclaim a mis-sold packaged bank account as I think they have a claim - however this person is worried that the bank will close his current account down if he claims.
Has anyone had this happen to them? I'd like to think the banks are not allowed to do this but would like to find out the experience of other people?

I should imagine it quite likely that the bank would forcibly downgrade the person to a free account, on the basis that they're complaining that the packaged account doesn't meet their needs.0
