NEWLYN are coming my home.....really scaring me

Please really help me out I am really in hard time now. Please read my situation now and give me good response ASAP please.
2 Days ago I have received one letter from NEWLYN saying that I owe COUNCIL TAX £1100.00 more than 10 years ago. so now they want to come my home and remove the goods. its really scaring me now.
To be frank I was staying in that property for only 2 or 3 months and I left that property. I even didn't know that I was owing money to the council until I saw the letter 2 days ago from NEWLYN. I really don't know what to do now. I have son 3 years old, my wife and I have one ordinary car at my current home now.
my queries are...
1) will they really come and take the goods away?
2) if they see me at my home and I refuse to pay, will they arrest me or anything serious they will do?
3) I am a tenant now and whole furniture is given by the agent. but I have my own TV, LAPTOP, small toys for my son like scooter, and toys and main thing is I park my car in my parking everyday. so if I refuse to pay, will they take TV, TOYS, LAPTOPS and CAR and also will they arrest me???
4) will they come to the negotiation paying like £300-£350 and matter closed for ever.?
5) If I tell the council that I wasn't staying in that property for more than 3 months, will they stop chasing me now or will I have to pay the total amount of £1100 or very less?
6) what I happens if I close the doors and windows and don't open at all and don't speak to them if they ring my home. it is really scaring and sleepless night for the last 2 days.
7) friends, I really need big experts on this problem and I am unable to work also, all the time I am thinking about this.
please please please I need your advice on this and how do I need to proceed with them .
please please help me out

Contact the council and find out more information.
£1100 sounds like too much for a few months even if Newlyn have been adding lots of fees on top.
This happened to me and I found out that the council had put the house back in my name after the tenant after me left, so they were trying to charge me for a year when I was living somewhere else. I only found out like you when I started getting threatening letters from Newlyn.
You may find that it concerns a period when you were not in the property, if so you can ask the council to call off Newlyn. It really depends on how nice the council concerned is.
There is not much point in calling Newlyn as they will not be interested.0 -

I still got few more, would u mind plz help me.
1) is Newlyn bailiffts or just debt collection agents?
2) which one would you recommend to consult first to contact whether council, any debt free agents or Newlyn ?
3) Could you please tell me what was happened to ur case with Newlyn, because you said that u also got threatening letters? so what happened thereafter? have they come to ur home or?
4) r u sure if i talk to Newlyn, they will not come to some little amount for clearing the debt?
5) I was really shocked by seeing the letter after 13 years and really scaring us our family
Please advice me with more tips that would be much appreciated
