I've got lots of reading to do! I will get back to this thread with my bullet points for critique.
I am filling her court defence out on line (moneyclaim.gov.uk) - do I tick the box which asks if I wish to contest jurisdiction?
OK, of course all the advice above is good advice.
Just a thought in my mind is the yellow lines, who did the yellow lines do you think. You will of course need photo evidence from UKPC to prove their case but as said before, be warned that UKPC are fraudulent in that they doctor pictures to suit themselves and have been caught out hence last year they were banned by the DVLA for 3 months. They are currently on their last red card from the DVLA, meaning that they could soon be banned again with their antics.
You also should find out if they had planning permission for any signs when the tickets were issued. If they did not have planning permission the signs would have been illegal.
Try to contact the landowner to see if UKPC were given permission to act in this way.
Finally, do let your friends know, never to ignore these tickets, it does not mean pay them but to respond.
You need to do your own detective work to actually establish if UKPC had authority to issue tickets. As The Slithy Tove said

How would I go about finding out if 123 Homes Ltd. are the landowner...and how would I find out if they have a contract with UKPC? I obviously need to find this out within 28 days for it to be a part of my defence.

Hi, you would need to ask the council. There are some very clever people on this forum who will point you in the right direction so please listen to them. There is a lady called coupon-mad who is dedicated to the destruction of these scammers, especially UKPC so she will be along shortly and whatever she says .... goes.

You should search for (very recent) threads by Anthony94 and moe123 who have both just written a UKPC defence and are a bit ahead of you.
Learn from their threads and they have also both sent Part 18 requests; learn about that too.
You also need to go back to the NEWBIES thread about small claims and re-read bargepole's advice in the link there. He explains how to fill in paperwork and what to expect and do next and the question about jurisdiction was already covered by him there. Thank you for all your help so far, I have now been researching and realise there is quite a lot to it. I am drafting my defence and Part 18 request now - this is much easier thanks to the helpful posts above.
I have added links to copies of the particulars of claim (2 pages, edited to not show personal details). This will hopefully help anyone else reading the forums and also help when it comes to critiquing my defence.

With regards to #2 has she contact them and revealed the name of the driver. If she has not then you challenge them to prove who was driving - and don't reveal it here as they read these threads
Again with regards to #2 she should send a V888 form to the DVLA or call 01792 788255 (DVLA Fee Paying Section) to find out if and when the DVLA gave UKPC her details. Check those dates for validity.
And if she has not already done so check with the housing company to get them to cancel. If they refuse get them to send over a copy of the contract they had with UKPC.
Lastly check the dates that the road was adopted as UKPC are known for slipping in the odd "extra" ticket when they did not have a contract.This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0
