Please Help. Roofer let us down

Hi
Need some advice please.
I put an add on ratedpeople for someone to fix 2 bay windows as they were leaking. This was late Dec 2015
A guy called me within hours and suggested he could do this, and will guarantee his work for 9 years. He asked for some pics and then quoted £400
I know this is high but with 9 years guarantee, you can’t go wrong. He also had some food feedback. Went ahead with the job
He came a few days later, spent about an hour by painting some stuff on and took £400. I then asked for the invoice which he emailed.
A few days later it rained and both windows were still leaking. I called him. He came up with some excuses and suggested he comes back to put some more stuff on.
Long story short, this happened about 4 times. He cancelled 3 times (so i have called him 7 times in total) and now he won’t even pick up my phone or answer my text messages
Where can I go from here?
I just want the job to be completed or my £400 back so I can get someone else

Yes i did. All they suggested was i rectify with the builder. Hmmm, how can i when they wont speak to me? Then this disclaimer

"Putting some stuff in" is almost never going to be a permanent fix for leaky windows.

Probably not help you but if these are lead covered bay windows they will need the lead replacing as painting over will not work on this material as listed above, If the windows at ground level and you know a competent diy person changing lead is quite straight forward, All you need to look for is the brick line and follow the same pattern as per already used.
If it is not lead and a flat felt type style roof finish this would really need replacing if it is leaking and would be at maximum half a days work for any decent roofer and materials at a guess around £50.00 or so with a cost for labour depending on where you are up to a couple of hundred quid also.0 -
Definitely go down the letter before action route, giving him 14 days to fix it properly (and not using his current failed method), or issuing a full refund.
DO NOT agree to pay any more.
For future reference, quoting just by looking at pictures is not a great method. A visit would be more appropriate for quoting. This would make me doubt him. Also, it is best to get three quotes so that you can check if they are comparable.Should've = Should HAVE (not 'of')
