"Crackly" plaster

I have some plaster that seem to have bubbled (crackly plater is how I would describe it) Is this mould in the plater?

Is there a way of treating this to ensure it doesn't come back? (It's on the inside of an external wall). It only seems to happen in one place.

    Has the plaster recently been done or is it old plaster?

    Damp can make old plaster blow!
  • It is old. There is no damp as far as I can see but it is a wall on to the outside so I will take a look and see if anything outside might be causing it.

    A case of ripping it all off and starting again or can just the small area be repaired?
