iPhone running low on storage

Partners phone has thousands of photos, she's coming to the end of her standard storage space and getting the error.
We purchased iCloud storage for her and turned on iCloud for photos. It just says 1,344 photos uploading when we check. Nothing is actually happening and the space error keeps popping up.
Any ideas?

Can't help with the phone, but it always astounds me how few people regularly back up as a matter of course.
Imagine losing that phone with all those pictures on. I regularly see Facebook posts saying that someone has lost a phone and it has irreplaceable pictures on.
External storage is so cheap nowadays there's really no reason not to.
Can it not be backed up in iTunes?0 -

It can be backed up. But my iPhone stores images fine, i have just as many. It's a bit of a mystery.0 -
I am no expert, but my understanding is that 'backing up' means just storing copies somewhere, not moving.
Move the photos to a PC instead of wasting money on iCloud storage.0 -
I'm always running out of storage, when I do, I transfer my photos onto my computer, then onto an external hard drive as well. Then I delete a lot of them, keep a few good ones on there, but a lot of them I decide to not keep on my phone. Then voila I have more storage!
Also don't forget apps and music also take up a lot of space. Are there any apps you partner doesn't use anymore? Delete them, some apps are big, some aren't, so it may clear up a bit of space or a lot of space.
Backing up to an iCloud doesn't get rid of your pictures on your phone, which is why you still get the message. It just makes a copy of it. Back it up to a computer and then delete loads of them - especially videos they take up a lot of space! Don't forget to delete them in your 'recently deleted' folder.0 -
