POPLA Mislaid My Appeal. What Can I do ?

Hope someone can help. Received a parking eye fine last July. I sent a letter to parking eye pointing out that as the fine was the result of over staying by 20 minutes & that my car was picked up by Automated number plate recognition camera, they have to serve the fine within 14 days of the event. I received the fine 40 days after the event ! However, they still refused to cancel fine and said appeal to Popla, which I did.
1st September, I received a letter from Popla saying Ombudsman services were handling all future claims, they would advise Parking Eye to take no further action until they had contacted them and said I did not need to do anything else.
This week, 6 months later, I get a letter from DRP, demand for payment of an unpaid fine.
I got in touch saying that Parking Eye had been instructed not to pursue this until Ombudsman services got in touch.
Several phone calls later, it turns out that POPLA lost my appeal in the transfer process & Parking Eye are ignoring my requests for another verification code. Today I have received a second letter saying Notice of intended court action . I have spoken to CAB but I am going round in circles. I wondered if anyone had similar experience or any advice ?

    I would report them to the BPA and ask them to investigate, because they are the ones who changed popla from London Councils to the Ombudsman Service

    quote the popla code to them too

    I would also complain to the DVLA as well , due to your rights being violated

    ps:- its not a fine, its an invoice

    First of all, if your referring to this as a fine, and you challenged it at POPLA it would, at a guess have lost ( based on your language and terminology, ie use of the word 'fines')

    Advice: where was the ticket issued? in who's car park?
    add that detail an then further useful advice can follow

    This has happened in a few cases. Email the BPA and ParkingEye and complain this is unfair and needs addressing as it is an error caused by the POPLA transition period and not your fault:

    And ask for a new POPLA code or for the BPA to ensure POPLA to consider the case. Enclose proof of your POPLA submission/acknowledgement.

    Yes I realise if I was sending a letter correctly, I should refer to it as invoice. I was just typing fine for quickness so you didn't all get too bored reading a long post. Parking Eye was the original invoice last July. Many thanks for your replies. I will try BPA first and send proof of appeal.

    Hi,
    I have similar problems with POPLA. I don't want to give too much away (don't know who's looking), but suffice to say POPLA took my appeal last year, then delayed it whilst waiting for Beavis ruling. I have heard nothing since October 2015, either from POPLA or the Parking Company. Then last week I get a demand from a debt recovery company.
    I'm loathe to approach BPA or POPLA on the grounds they may tell me I lost - so pay up. But at present I'm waiting on someone elses next move. Please let me know how you get on.

    It sounds like you lost anyway but have you ?

    Who is the crazy debt collector (which you can ignore) or are you now subject
    to a scam ???

    So, you are saying that POPLA never told you ?

    that is not similar at all ! , the case in this thread is to do with the popla handover from London Councils to the Ombudsman Service

    your case is to do with the 4000 or so stayed cases at the old popla pending the beavis result, these are with the BPA and if you had read recent threads and pranksters blogs you would know that it is thought that the BPA have handed them to WRIGHT-HASSELL to deal with

    so your "beef" is with the BPA and whoever they are passing the buck to, possibly WRIGHT-HASSELL

    ps:- POPLA would definitely tell you to "get lost" becasue your case was referred back to the BPA , its in a "black hole" and has been posted about a lot on this forum, like the FREE THE 4000 thread

    Thanks for the responses. Sorry, I thought my case was similar to the original poster. I will go off and start a new thread. But just to let you and others know, this is nothing to do with Wright Hassall, as far as I know, which seems to be the assumption.
    Also, having looked at the free the 4000 thread, it seems to have over 150 postings, a lot of which don't seem relevant. Is there anywhere or anyone who can provide a quick up to date summary?

    as your case was put on hold by the old POPLA and then went back to the BPA after the changeover 6 months ago, you need to contact the BPA. only the BPA can tell you where its at !! ( which we all think is in limbo with WRIGHT HASSELL, despite what "you think" )
