Pay & display ticket fell off

I paid £2.80 for all day parking in a car park near to the train station on Saturday. On returning to my car I had a PCN on the window for £100 for failure to pay & display.

The pay & display ticket (the non-sticky type) had fallen off the dashboard and was face up on the driver's seat - clearly still visible just not where you'd expect it to be - I suspect it blew off the dashboard when I closed the car door.

What are my chances of appealing? The car park is an IPC member.

    You should read the Sticky thread for NEWBIES then send the IPC template therein to the PPC.


    Your chances of appealing are 100%. Your chances of winning an appeal are 20% at the most, but you should still go through the motions.


    Don't appeal too early but don't miss the appeal deadline.

    Appeal but it won't be cancelled. Appeal ONLY as the registered keeper, not saying who was driving, as per the NEWBIES thread, mainly because a keeper can't be held liable on Railway land if it is covered by byelaws (you don't have to know for sure either way).

    DO NOT say 'here is my ticket, it fell off the dash and I did pay' (PLEASE).

    Just follow the script in the NEWBIES thread then ignore any debt collector letters except if later on, the PPC try a small claim. Which PPC is it?

    It wasn't actually railway land, it's a private piece of land near the station. The PPC is ES Parking Enforcement.

    So do I simply say I paid and send them a copy of the ticket? It was one of those stupid ones that doesn't stick so you're left balancing it on the dashboard. But it was face up on the driver's seat and still visible through the window

    Sorry I'm confused. The letter template for IPC car parks on MSE says to give a reason why I'm appealing. What do I say then?

    No, the letter template on the NEWBIES thread on this forum, tells you to use it as is, a list of questions from the registered keeper.

    If you add anything at all, you talk about 'the driver's P&D ticket' and 'the car was parked'. Everything in the third person, of course, like everyone else here does. Do NOT use the template supplied by any stupid out of date MSE article guide. Use the forum one.

    I had read the MSE advice and template letter. The NEWBIES thread contains so much information I didn't know where to start, hence asking for advice. Gosh sorry I asked now after appearing to be so thick! Never had one of these before and was hoping for helpful advice.

    The ticket tells me I failed to pay and display. I did pay and I did display, so I thought this would be my defence. More fool me for being a bit of a thicko!

    Read the NEWBIES thread again then, start at the top and pick out the IPC appeal. It's there in the very first post, not difficult to find and fits all cases. Yes there are lots of words, no you can't properly read that thread on a phone.

    Forget the MSE rubbishy article and suggested 'appeal' as it is SHOCKINGLY BAD. We've complained about it until we are blue in the face and told them NOT to tell people to talk about who parked/who was driving/what happened but they have never changed it. You DO NOT win appeals by saying what happened and giving away the driver - and you won't get the appeal accepted either...did the MSE article tell you that?

    The NEWBIES thread does and tells you in post #3 and #4 what happens next after rejection letter stage.
