steelshelving4u - no delivery, hard to contact supplier, Paypal

11th Feb - I ordered some shelves from "http://www.steelshelving4u.co.uk/".
15th Feb - No ETA was given initially, so I emailed and received a reply the same day which said: "Delivery is in the region of 5 to 7 working days."
24th Feb - I waited 8 working days, and still nothing. I rang, always went to voicemail, and emailed.
26th Feb - Eventually I'm told there was a problem and it would arrive by the end of this week (4th March 2016).
4th March - It's 1:30pm, and nothing's arrived. I've just tried ringing 12 times, and still voicemail.
4th March - I email to find out what's going on, and I'm told he's surprised nothing has arrived. But that he would find out first thing monday what's going on.
7th March - Monday lunchtime - no emails, no phone calls, no shelves. I tried ringing, but it goes through to voicemail again.
I'm getting fed up now of no goods, no reliable eta, and very little contact from the supplier.
The total price was £112.80, which I paid for by PayPal (yeah, I know, I should have used credit card ).
What can I do to cancel my order and get my money back?

I remembered today that I tried to use my debit card, but it didn't work, so I had to use PayPal. 0 -
As post 2 suggests, open a PayPal case. Should be straightforward as they wont be able to show delivery.0
