It's possible to train Poppy not to do this by distracting her with treats when another dog walks past. Best if you can get someone with a dog to help. Start of with the dog in the distance and gradually bring closer when she's ok with that, just walking past. Always praise her and give treats. Eventually she should be able to walk past other dogs without a fuss
