Bristol PCN Appeal help

Hi guys,
Brand new to this but would really appreciate some advice on whether this is worth pursuing or not.
I received a PCN from Bristol city council, date issued was 24/10/2015 and my first appeal was rejected last week.
My case - I usually park in millennium square car park so I can pay using my debit card, the day in question I was taking my very lively 3 year old son to the aquarium, that car park was closed, I had no change on me, I then parked elsewhere and tried to pay for my ticket using the telephone system... this did not work as there was a fault on the line and it would not recognise my vehicle reg. I tried it several times in the aquarium and then when I got back to my car there was a ticket ( no real surprise )
I appealed on these grounds even showing a screen shot of me ringing the system.
The appeal was rejected making no reference to my mitigation, I haven't had a parking ticket before and am wondering the worth in me pursuing it given my case.
Does anyone have any advice please!??

best advice on the net is to signup at pepipoo forums and ask on there, with scans of both sides of any paperwork (that is where the council ticket experts go)0

Can you state the contravention code and location as stated on the PCN.
Also, is there not an option when using the telephone system to report a problem?PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -
I assume this was a rejection of your first challenge and they've just taken their time?
If you are the owner and this isn't a lease/company car, I would wait to see if they issue an NTO in time as they have to get to that stage within six months at the latest and should have replied MUCH sooner than this (assuming you appealed way back in early November?).
If they have NOT re-offered the discount you have NOTHING to lose by waiting for the NTO and putting in a formal appeal as the owner and then adjudication. It would be madness to pay a Council PCN at the full rate when there are more steps to the appeal left open to you and the sum stays the same as long as you don't miss any deadlines. And most people win at adjudication!
Please let us know the answers to Tilt's questions and show us a link to your pepipoo thread which is worth putting up as they have more Council PCNs experts there than we have here.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
