Windows 10 Start Button & Taskbar not working

Start Button won't even give options on right or left click. I've got no options other than button on right of Taskbar for Open Action Centre (which does not work). This seems very ironic considering Windows 10 was supposed to have re-introduced the "much called for return of the Start Button"!!
I've just spent Saturday evening & Sunday morning looking for solutions on the Internet and have tried all of them:-
..... bottom line is, all of the above give options to the problem, BUT they are all the SAME options as each other AND none of them worked for me!!!
Any suggestions??
Also, when I right click on the Deskstop and select 'Display Settings' I get error message:-
ms-settings:display
"This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel."
...... whatever that means!!!

It has taken about 4,500,000,000 (4.5 billion) years for the Earth to form as it is now .........

Uninstall Dropbox if you know what that is (current favourite fix, among many).0

Try installing Classic Shell http://www.classicshell.net/ - this will give you a similar start button to Win 7.0
