PCN for parking in a restricted street with disabled badge

Hi all,

I am not sure if this is the right section to post in so feel free to move if needed.

I parked my car in cutler street on 23/02 with a valid disabled card displayed, plus clock set correctly. It was slightly on a single yellow but mostly on double yellow. Google maps link here. The double yellow line had no dashes on it so I assumed its ok to park. Also there were no signs nearby marking it as a restricted area (even though I dont disagree it may be). Heres a picture of where I parked the car ...

According to this link, I can park for the car for up to 3 hours with disabled badge. The ticket was issues 20.15 and I parked at 7pm. I was back well before 3 hours were up.

However, this may not be accurate for Westminister according to this

I have 2 days left to pay a reduced fine so really need help on this soon. I put my hands up that I've left this late but have not had the chance to sit down and do the work to post this. Anyway, any help offered is MUCH appreciated.

    That's a City of London PCN. Last time I posted regularly on pepipoo forum about Council PCNs, I know that the City of London used to very rarely show up and contest at PATAS (adjudication stage) so these were easy enough PCNs to appeal and win. The discount is irrelevant if you really want to contest this. HOWEVER:

    You will have got the PCN because the City of London doesn't use the Blue Badge scheme in the 'square mile' of the City but has a Red Badge scheme instead:

    Doesn't mean you don't have grounds to appeal and you may as well submit something this coming week because they will re-offer the discount anyway, if rejecting.

    If you go the whole hog to adjudication then the discount is no longer in play.

    I dont want this to get to adjudication stage as I have too many other things to worry about but I wanted to check I actually did park incorrectly as I didnt see any signs on the road. I have learnt more about the badge scheme and square mile. Thanks again for responding!

    If you are new to London, then write an apologetic challenge and ask them to exercise their discretion. Do it before the 7th.

    The above was said on pepipoo and I agree.

    I have just answered you there because you are worrying needlessly about whether they will reply by 7th March. The point is you must APPEAL by 7th then the PCN is frozen at the discount which they will almost certainly re-offer anyway if they reject. They can reject in April and still re-offer the discount because it's on hold once you appeal.

    There is a chance they might cancel it if you write a mitigating circs appeal with a copy of both sides of the BB saying you had no idea and you are sorry and can they exercise discretion for a first contravention by a disabled person?

    You have NOTHING to lose by a quick appeal as long as you can do this online or by email (as per the back of the PCN that I didn't read this time!).
