I'm pretty sure it's the dry weight, how would you be able to weigh/calculate the wet weight of the dry clothes?

Although there are going to be some fabrics that retain a lot more water, I always under load my machine if there is denim, towels or a duvet because they get much heavier as soon as the water is added. Whereas I may throw in an extra cotton shirt or two to a wash without worrying that it is overloaded.

Does anyone actually weigh a load before putting it in the machine?
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride

    I don't, probably because it isn't practical.

Sort laundry. Put empty laundry basket on bathroom scales. Note weight. Put prospective load into basket. Note weight and subtract the weight of the laundry basket. Add/subtract laundry depending on whether it is under/over the maximum load weight.

Repeat the above before placing the washed laundry into the tumble dryer ....... after ascertaining whether the maximum load for the dryer is wet or dry weight (I don't know!).

The reason I asked is covered by the above posts ... some materials will become significantly heavier than others once wet (i.e. they'll hold more water), therefore it's entirely possible that the load could exceed what the machine can handle.

No, but you can bet if someone posted on here that a retailer told them they'd overloaded their machine, there'd be plenty of the usual suspects on here all claiming that they weighed every load.
