I've sent money as a gift on PayPal from a credit card and it was viewed as a purchase and was included in the interest free purchase period. But I did have to pay the fees that PayPal had to pay to the credit card company.0

I think when it comes to Paypal its a Purchase. I have been using Paypal for a long time now and I haven't encountered a Cash Advance with them.0

Othe than a gift payment, I'm unaware of any other type of Paypal transaction which will accommodate a purchase in such a manner.
You can invoice people through PayPal so the seller could just do that, it would then be a PayPal purchase.
It's worth noting though that PayPal Buyer Protection doesn't cover motor vehicles and there wouldn't be S75 protection or the option to chargeback (for most card providers at least) so regardless of whether the OP does it as a gift or purchase they're completely unprotected.
It should be viewed in the same way paying with cash would be. Many cars are bought with cash of course but it's worth bearing in mind.0 -

I'm not au fait with the array of Paypal transaction however, I have been sent Paypal invoices from ebay sellers when I've won items in the past but I initially thought it was part of the joint ebay Paypal procedure.0
