Make her an additional cardholder on one of your credit cards.

It's doubtful she'll get a meaningful credit limit on a card of her own at that age.
  • check her eligibility on capital one website first and that will give you a bit of hint if she will get any other credit cards or even capital one

A prepaid card in her own name may be an option.

As it is for emergencies, I wouldn't load a pre-pay card. I like the idea of the additional card on a parent's account.

In fact I would always recommend this when youngsters travel. When I lived in Saigon, my office was near the main post office. So often I met backpackers there trying to get money sent over from home because of one problem or another. Even if a loaded card (ie 3% on foreign transactions), a card on a parent's account is a good cost-effective backup. A decent credit limit will cover flight tickets if necessary. Also the parent will have the authority to report lost/stolen if it goes missing - which can be handy.
