edge sander nightmare

I have dark edges all around the rim of the rooms in my new house - and the edge sander that we have hired is absolute cack?!
Each time we turn it on, the sandpaper lasts about 5 sweeps and then shoots straight off, hardly taking any paint with it! JEwsons advised to cut a cross into the middle of the sandpaper but this doesnt do much.
Are there some tricks that might make this easier?

Is the paper hook and looped back? Often the edge of the sander pad wears unevenly and gets lipped so the paper doesn't attach properly, normally from people using it more on it's edge as they find it faster.0
