    yes, Herts TS seem to be quite clear that they deal with criminal, not civil, issues. And as I have declined to enter into a contract with either Indigo or ZZPS and pay any of their invoices, we haven't 'traded', so there's nothing to do at this point. If I had paid, I could use the 'misleading and aggressive' reasoning to get the contract unwound, payment returned, and probably damages for inconvenience, distress and any actual consequential financial losses on top, I suspect, as seems to be suggested by w w w.gov.uk /government/uploads/system/uploads/attachment_data/file/409334/bis-14-1030-misleading-and-aggressive-selling-rights-consumer-protection-amendment-regulations-2014-guidance.pdf

    Hilarious. The driver passed me another Penalty charge windscreen notice affixed today, despite the correct vehicle being on the same unexpired annual permit. And still quoting Railway Byelaw 14. Let's see if this one pans out the same way, with them folding at POPLA stage!

    So, I emailed my latest appeal for this location to Indigo today (as instructed on the 'Penalty Notice'), only to get an email back saying email appeals not accepted any more and to appeal via a website. I have declined. Can they change the rules half-way through?

    If they like, not much you can do to disagree. But I would still appeal it, just because they are potentially cancellable if you can convince the POPLA Assessors of issues they appear not to understand yet.

    Appeal rejected, POPLA appeal next, using same points as mentioned up top, so expect them to cave in at POPLA stage again. Although they responded to appeal so quickly that POPLA code shows that appeal deadline is earlier than last day to receive an NTK!

    You need to time your POPLA appeal so that it isn't submitted until just before the POPLA deadline date, which takes it as close as you can to the deadline date the PPC has to issue a NtK.

    No NtK is virtually a slam-dunk win at POPLA for you (as long as the driver isn't identified) so you don't want to be tipping off the PPC too early, which would give them the time and opportunity to issue a compliant NtK.
