A few questions from that poster ( made in word, or open office??)

This lot are ripe for playing the POPLA game with, judging by the above their NTKs and any other such stuff will be far from compliant with Schedule 4 of the POFA, and If i was there it would be 'game on'
Heres how to play...
for best results bring as many neighbors in as possible,
Tell them to sod off and you wont be displaying a permit, then just collect the PCNs, see how many you can collect, challenge/appeal each and every one they will probably reject, at which you then challenge each and every one at popla.
Lets say Mr Cole patrols each and every evening at 8pm, you should eb able to get at least one ticket a day, 7 days a week, 364 days in a year, appeal - popla - win, rinse and repeat until you get bored.
This will keep mr Cole the ticket issuer busy and in employment, it will also provide plenty of work for POPLA and if you get your neighbours involved in a how many ticket/popla appeals can be submitted competition it will also help bring the community together.

As I submitted my first appeal prior to going on honeymoon, rejection (incidentally no date on that letter!) and 28 day countdown occurred while I was away. Yesterday evening I started doing my POPLA appeal online but unfortunately didn't have all the evidence to hand. I was unable to save it so decided to write/submit today (day off work). The code is now not valid, presumably owing to the 28 day rule. :mad:

Following my appeal to ‘New World Facilities’ (copy enclosed) and the subsequent rejection (copy enclosed), I am writing to appeal the PCN on the following grounds:
1) I have parked in accordance with the signed lease for the above rented property (XXX).
2) The signed lease (copy of relevant page enclosed) for the property makes no mention of the need to display residents parking permit. Neither does it state that fines will be given for non display of any permit.
3) I have parked in my allocated parking space #110 (as per the enclosed itinerary).
4) Inadequate signage (see enclosed photograph).
• This does not constitute any contract between New World Facilities and myself.
• The wording is unclear and does not make sense.
• Authorisation to park HAS been given by the landowner as evidenced by the lease agreement and the allocated parking space in the itinerary.
(Edit to add, according to this (useful link from pepipoo) the code expired last Thursday anyway!) As such, way past deadline so not worth bothering with a paper letter today.

You are not appealing the PCN you are rejecting it, and you are formaly giving notice that you will, from now only only be displaying a permit at your discretion, further more if the management company keeps on harassing you over this issue you reserve the right to charge the management company at £19 per hour or part there of, plus any additional expenses you may incur.
You look forward to hearing from the management company confirming that you will no longer be harassed by their agents, and as a gesture of goodwill you will forgo your expenses/costs in this instance.From the Plain Language Commission:

Was the POPLA code one with middle digits of 0386 or lower? If so then yes, it's out of date, never mind the so-called 'useful link' which no-one really needs to use because the code tells you the day of the year it was issued (e.g. 386 woud be the 38th day of 2016).
Anyway, yep you missed POPLA. No biggie. You will get stupid debt collector letters unless the Management Company cancels it, and they need to know this is nowhere near any 'legal process' that can't be stopped! They can cancel a PCN any time.
You are not appealing this PCN now. You are complaining about it to the Managing agent and you are ignoring the parking firm/debt collectors like everyone else does in ten thousand zillion threads over the years, all about debt collector letter stage.PRIVATE 'PCN'?
