Building Regs / Building Certificate

I am considering buying a house that is in the process of converting the loft into a bedroom. No alterations to roofline, just two velux windows fitted. The owner talked about building regs, but what proof can I ask for that the conversion has been done safely and properly.
I don't know the Building Regulations process at all, and it's a long time since I last purchased a property.
Should the work have been checked as it progressed?
If I have a full structural survey will this all be looked at, and does conveyancing look for building regs compliance/certificates?

    the work will be inspected during the construction phase and your solicitor would ask for proof of compliance and sign off during the conveyancing process.

    A structural survey cannot later make up for non-inspection from building control as the work progresses; it would need more invasive investigation than that for retrospective approval.

    It sounds as if your seller is aware of their obligations in this regard, but the proof will be in the council's sign-off documentation..

    Buildings Regulations are not a quality control procedure, neither are they a Project Manager procedure. They are simply a procedure to say the fundamentals have been undertaken to an acceptable standard in accordance with the categories in the tick boxes. This means you could end up with leaks around your Velux, roof tiles falling off, ridge tiles falling off, and almost any defect you care to mention.

    If you wish to protect your interests and/or have concerns over matters you should be engaging a Clerk of Works, or as second best a Chartered Building Surveyor.
