Who owns the plans?

Just briefly ...
Developer buys large property.
Gets Architect1 to do initial 'existing' plans
Then gets Architect2 to do more complex planning application.
We are now buying into half of the project and get Architect2 to do some amendments which he gets done and planning approved.
Developer asks A1 and A2 as well as ANOther to quote for doing Building Regs
A1's quote is best, so we give him the job.
I ask A2 for the cad files of our amendments to be given to A1 so he can do building regs, but sadly A2 refuses.
We have paid A2 for preparing plans and submitting for planning permission
Who owns the cad files??

the person who drew them owns them.
Should have stipulated this when they started that the end product must be in paper and dwg format.
It may be that you buy the DWGs of the person who is holding them or alternatively get someone to "scale off" the drawings and produce a DWG out of it so someone can take it to building regs stage.Named after my cat, picture coming shortly0 -
yup, unless you agreed at the appointment that CAD files were to be provided then they are not part of the deal. There's all sorts of liability issues with handing out cad files and most are reluctant to provide them. This is a system account and does not represent a real person. Thanks all.
No detailed agreement, just we will do plans to your requirements and you will pay - we agreed.
A1 is prepared to re draw, but thought it would be easier if he had the cad files ... oh well!0 -
For the government's opinion on this, see https://www.gov.uk/guidance/ownership-of-copyright-worksIf it sticks, force it.
If it breaks, well it wasn't working right anyway.0
