Just an update which may be of use to somebody.
My mum went to Santa Monica in the end and thoroughly enjoyed it.
She caught the bus from outside the airport for $8 one way with no problems.

This was a better bus for her than the big blue bus which is cheaper because it didn't drop off in the same place.
She stayed at the Wyndham hotel which isn't the cheapest but the location was perfect. Right by the beach and pier and the bus drops off and picks up directly outside the hotel. Perfect for a lady in her 70s with health problems.
