Housing association rent decrease and service charge

Our service charge is for eligible services but after reading the link it would seem that House of Lords/parliament can't agree on what's right so although we end up paying more this year with the 1% coming off combined rent/service charge maybe we will benefit next year if our service charge goes back up again.0

Write to them and don't explain it the way you have here because that is confusing. Simply say that as you are supposed to get a 1% reduction in the rent which was £157.70 last year, should it not therefore be £156.12 this coming year and not the sum they state. Forget about the service charge, that just confuses the issue.0
