I have an outstanding finance on my car (HP agreement). Is that there a way to use cc 0% deal to pay this off?

If your finance provider doesn't take CC payments, see Money Transfers.

Alternatively, you can withdraw cash from any CC card and transfer the balance to a CC offering 0% on BTs, but this will be more expensive.
