eBay, Item has missing parts

Quick question how can I deal with this, my father bought a new and sealed drill on ebay (The are registered as business), it was missing pieces, which on the advert and the booklet inside the case, said they were included.
He opened a returns request, stated the items missing... got a response saying they'll give him 5% refund for missing parts. 5% wouldn't be able to purchase the missing parts.... so they replied again 10% then, my father declined, he wanted either them to send him the parts or return.
Now they've replied in the returns request "our address to send to is: blah blah"... not offering to pay for the return, or a label, they haven't even "accepted" my fathers returns.
Is he liable for the cost to return, or are they?

If it is misdescribed then they are responsible for the cost of return.
On the 8th day (to the minute) of the case being opened, your father will be able to escalate to ebay. If he had been clear that parts are missing in the case, ebay will rule in his favour.
Ebay will then supply a tracked prepaid label. Your father will be given a date by which he must dispatch the item back to the seller. A further 6 days from delivery is given as a deadline for refund. If the seller hasn't refunded, get back onto ebay and they will do it for him.0 -
Ask the seller to accept the return through the resolution centre and issue a returns label. If they don't then escalate the claim to eBay.0
